You really need to call the City of San Leandro to ask them - and make sure the section of the city you live in is actually part of the city - some parts are county and may have different rules and regulations.

To answer your question, it looks like the home WAS privately owned until it went to Sheriff Sale in July of 2012. The previous owner had a 6 month redemption period that has since ended.

The home currently has the Bank Of America listed as the owner. It currently is NOT on the market. It should be coming to market very soon since the redemption period ended about 2 months ago.
