I recently found a house owned by a bank being offered for $80K. This house, however, has penalties and fees from the City of Miami totalling $150K
due to illegal additions, etc. Of course, the bank does not want to fix any of these issues before it sells the house. What is your advice to buyers of houses with extensive penalties levied by the City?
