That is a loaded question Sebastian. Harlem is an area that is undergoing changes right now so if I was your parents and could I would try not to sell the place but rather make it a rental property. Reason I say this is because in the next 10 years the property value will increase dramatically as more and more people migrate to the city and are pushed uptown. Now if that is not an option than I would suggest calling me. People will tell you that a property value is neighborhood, condition its in, or several other factors(which are all partly true). However selling a property is much like anything else in life, it only worth as much as people are made to believe it is. I have sold apartments worth under $100,000 for more than double their price. Why because selling a place is about selling a life style not a piece of real estate. Also if your parents are flexible with financing alotments than you can even make more AND have a wider market.

Generally when the weather is warmer there are buyers. Colder weather, buyers dont like to get out and see apartments. Summer and early fall tends to be warm. Better to market it now and sell it asap. I can take pictures and put up ads. I can work on an exclusive basis or non-exclusive basis. Exclusives is 5% (negotiable) and for nonexclusive I do 3% if I bring a qualified buyer.
Non-exclusive agreement, I put up ads and I represent the buyer and show them many apartments not just your apartment, if they like your apartment and bring funds at closing, I get paid by you 3% buyer's broker commission.

FSBO is possible only if you know how to market your property effectively. Dont get caught up on price. Price is important but 4% of nothing is zero. 4% of 560K is different.
You need to do comps analysis, price it effectively. You need to qualify leads to not waste time, you need to market the property online. You can do this on your own.
Also, I can work with you on a non-exclusive basis. I represent buyers and you can just pay me a buyer broker commission.

Postlets lets them syndicate to trulia as well and is a free tool Todd. While the interface takes a while to enter them manually, it syndicates to many sites after 24-48 hrs
With Wells being a very rural area, you would probably be well served by seeking listing support from agencies in larger area communities like Johnstown, Gloversville, or Amsterdam. These locations will likely have many of the larger national companies that have extensive marketing programs and national appeal.
The Adirondack region has great appeal especially coming into the warmer months. Now is the time to get things started for making your sale. When considering listing be sure to get a complete understanding of the agents comprehensive marketing plan for your specific home. Finding an agent and agency with a significant internet presence may make task an easier one.

In New York City there's no question, Prudential Douglas Elliman. You will have to go to their office at 575 Madison Ave, but training is ongoing for both begining and experienced agents. Having been in the business for 20 years and seeing what "training" others offer I think PDE is the best. It dependes what needs to be fixed, your budget and what is in the competetive market. I would call some agents and listen to their opinion. Usually they know the area, the others houses in the market and knows what the customers are looking and expecting in the house. In New York City, you also have to consider convenience to public transportation hubs as well as views and access to parks and playgrounds in determining price. Most importantly, you have to weigh what prices run in the neighborhood that best fits your needs and wants. It took a long time (short sales take long long time), and I had to survive, so did rentals, and any type of transaction that I could get...So, making money the first couple of years could be easier for you, if you had some funds saved up for online advertising. You'll never be bored in this great profession though - the market changes all the time, the inventory size, the pricing, the types of transactions...
