I just came across a listing for $1150 on East 41st like RIGHT by the river.
That is a rare listing at a way below market rate.
Most options will be uptown above 168th Street and studios, but there are some deals to be had out there. It will take time, patience and watching the market like a hawk!
You may need to take something earlier than ideal if it pops up.

I'm in agreement with Don that I don't believe that you will find a 1 bedroom apartment in Manhattan that includes utilities, no roommate, and is located in a safe area within your price range. I suggest that you contact a few real estate agents that are experienced with rentals in Manhattan by calling some real estate firms there to inquire if they might be able to assist you.
And yes, you are correct to be wary of Craigslist ads as there are many scammers on there after your personal information and money.

Another thing to consider is your age. If you are young and single, you'll probably want to be close to the city. South Boston has a lot of young professionals with dogs as you get more space for your rent than in Cambridge or South End. Most rentals post on Craigs list.
Also check out mbta.com to see what areas the trains serve, long long your proposed commute will be and the cost.
