I live in Lawncrest just go to the community meeting on 4/16/2013 at 7pm St Williams Hall Robbins and Argyle St and ash for me anyone will point me out. But what sewage drain are you looking for is it the curb clean out you mean? Look stright out from the down spout at the curb it should have a slotted cover on it because it also acts as a vent. I agree that Bensalem is not where you want to be if you enjoy the city.
Fishtown/Northern Liberties has really taken off over the past few years. There are a lot of people in their 20-30's living in the area and it is right near I-95.
Jamie made a good point about the Northeast as well. There are some great rentals available and you will still not be too far from the city.

There are many parking garages in the Center City area that offer monthly fees. These can range from $200-300/month.
If you live in a building that has a parking garage they can offer you a parking spot based on availability for an additional cost. Some buildings in the area include the fee for parking in your rent (if a rental is what you choose).
If you are looking to buy a property, there are some areas that are more difficult to park than others. I believe some of the agents have already stated that Philadelphia is a large city and it really depends on where you are looking to live.

Since rent to own properties may not be listed as such, consider working with an agent of your own. In Minnesota, the average buyer's closing cost is about 3% of the sales price and in many cases it is part of the negotiated purchase agreement to have the seller pay this for the buyer. This is especially true in some FHA or VA loans where the amount of cash needed to buy a home for a first time home buyer is hard to come up with.
