I have lived in 7 different states before moving to AZ 20+ years ago. I remember in some states we had water restrictions for example not to wash cars on our property etc. It is surprising that living in a desert, we don't have any water usage restriction except for being conscious of not wasting water, and planting native desert style vegetation that use low water and are on drip system mostly in more newer areas of Scottsdale.... more

In general, cash buyers can be easier from a financing point of view, but may negotiate the price harder.
A borrowing buyer with a small LTV may still need an appraisal if the value is questionable.
Then there are the other contingencies, negotiated price, and dates to consider.

1. A home that has been abandoned for ten years is likely to be either a serious rehab project or tear-down. Neither should be taken on by anyone not a serious trades professional.
2. Do not even attempt to carry a thirty-year mortgage with damaged credit, any more than you'd try to carry a refrigerator on a sprained ankle. Rehab your credit like you would that ankle, then - and only then - consider buying a house.
