The answers below are all correct about criminal statistics and safety in the city and various neighborhoods. However your question specifically asks about 80/20 buildings which are located in various neighborhoods.
Your question asks about criminal activity in Manhattan apartment buildings "elevator and hallways show abuse" Your question links scratches in elevators and hallways to criminal activity. I've never heard that before.
Movers and furniture deliveries etc.scratch elevators moving furniture in an out of buildings particularly rental buildings because of transiency. Some of the finest most exclusive prewar and postwar coops have scratched elevators and hall ways. In my luxury coop building's elevator the imported Brazilian cherry wood is terribly scratched. It is called wear and tear.
The real question you should be asking is can your college grad daughter and her roommate qualify to rent a $5000/month apartment in Manhattan. Most buildings require 40x rent in documented income. They will need a minimum combined income of $200,000/year. Some buildings allow a parent as a guarantor the parent would need an income of at least 80x rent ($400,000) and possibly several months rent up front or a large security deposit... more

I live right on the corner of 145th and Bradhurst. I think you just need to use common sense and stay aware when walking down Bradhurst, or any street at night. No ipods or cellphones, just stay alert to what's going on around you.
There are several police precients in the area, the metro station has a police station on site and there's a station on Frederick Douglas at 147th.
If you're concerned, I might walk down to that street and then take a cross street to Bradhurst, but overall, I've felt safe and secure in this neighborhood.

Safe investment? or safe to live?
Harlem is as safe as any other neighborhood in the city, but property values have been near the apex for some time so the value is not the same where it was say 3 years back. However, there are different enclaves within Harlem that you can look at for comparison, you have Spanish Harlem, Harlem proper, Sugar Hill, Strivers Row (arguably the most beautiful block in NYC), etc...
Good luck with your search!
