Depending on what you mean by 'good buy'. There is a lot of inventory in those areas right now so getting a 'deal' might be more likely than in other areas. Highlandtown also has an arts district and is considered a Main St where you can go shopping, eat etc all while on Eastern Ave. Patterson Park obviously has the park which is very large and they also do outdoor free concerts during the summer.
Since there is a lot of inventory, just make sure your agent runs the comps to validate the price you choose.

Hi Leeann ~ I would start visiting open houses and keeping tabs on things online in the areas you're interested in. You may meet an agent you'd like to work with at an open house - it's a good way to see if you click with someone.
Seeing properties in person also really helps to start to get a sense for what you like and what you don't and to develop a feel for what you get in your price range. After you've been looking for a while you become an expert of sorts in your price range - you'll instinctively know whether or not a price is "right." By the time spring rolls around you'll be ready when you see the right place. When you haven't done the advance work it can be difficult to know a place is "the one" if you're brand new to the market.
I'd also talk to a lender or two to find out what's possible mortgage-wise and if there's anything you need to clean up on your credit or pull together for your loan application.

It could take up to 45 days for a bank to approve a short sale and they typically do not cover any closing costs. In addition the home is usually sold in as-is condition. For this reason you can usually expect to pay less than market value but by how much is going to vary from one home to another. You'll need to have patience to get through the process.... more

Baltimore appears to be a very attractive market--very inexpensive with pretty good rents. However, people who know Baltimore will tell you that the character of the city changes block by block. You really have to know what you're doing and what you're buying. While I know some people who've done well in Baltimore, I also know some who've gotten badly burned.
Make sure you're dealing with someone who knows Baltimore, who's done this before. Make sure, too, that you've got good management in place. And remember that you're buying solely for cash flow. Forget the "ARV" figure on any properties you buy for rentals. All you care about is a healthy positive cash flow.

it will depend on how your loan officer looks at the debt & their underwriting requirements. Most lenders are counting the rental properties against the borrower, just in case the renter is unable to pay you now got to cover it.

I would contact BGE and let them know the approximate square footage of the home. They should give you a rough idea concerning GAS, Electric. Concerning the Perk Test, contact Baltimore County to see if you need a wet season test done. If so you need to get on the list to be scheduled. These automated valuations are not nearly consistent, and are almost always more than 5% wrong on the value of an individual property.
