A failed perk test means the property doesn't drain properly for a septic field. You would have to have an engineer design a drain field (this can be costly). Without a engineered septic field the property will not able to be built on.

Can a home increase that much in one year of course it can. Of course the Township assessment is going to be higher, they want to collect on the higher amount therefore higher taxes collected.My personal opinion is that Cities and Townships are really lagging (maybe on purpose) behind the reality of what properties are really selling.
I personally have multiple properties and went and fought every assessment last year and I am in the business. I printed out all of the comps for every property, made my appointment and went to the City Tax hearing. The value differences on all of my properties were drastically different. Needless to say I got denied on every property, in my opinion wrongfully.(theres more to the story which proved I was right)
The bottom line is make the appointment at your local City Hall when they have the hearings and have a local Realtor print out some comps for your home. Go down there and plead your case. If they deny you, and you feel you weren't given a fair assessment, contact the Michigan Tax Tribunal. Here is the link for that organization;
