Market is defiantly on the rise

Is it common there NOT to have to actually submit the Ernest/Deposit money of 2% with an Offer? I saw that info posted on here earlier. In CT agents can take a copy of the check and fax that with an offer, along with terms - without immediately depositing that check into the broker's escrow account. Is it that way in Ft. Meyers//Naples, FL? How is it exactly - especially for cash buyers? And do resale homes and new construction do wiggle room for cash buyers?
